IS 802, or the destination country's equivalent transmission line design code, specifies the wind load methodology based on conductor tension, span length, tower height and terrain category. This is a structural engineering calculation, not something read off a catalogue. If you don't have your own design, confirm whether the fabricator's engineering team can support tower design against your site's wind data.
This depends on the members' current condition and whether they can be de-galvanized, inspected and re-galvanized without compromising structural integrity. It needs a site-specific assessment rather than a general answer. For new project scope, new fabrication to current design standards is more straightforward and gives a fresh warranty on the galvanizing.
Angle members (L-sections) are bolted lattice, easy to fabricate, transport in bundles, and assemble on remote sites. Tubular members (CHS) are welded or flanged sections, sleeker appearance, less wind drag, but heavier transport units. Transmission and telecom towers in India are mostly angle; some monopoles are tubular.
